Imports never reactivate anybody. An address that unsubscribed, bounced or complained keeps that status and is reported as skipped — re-importing a list is the most common way a suppressed address gets mailed again, and it does not happen here.

Every subscriber acquired through the signup form clicked a link sent to their own address; an import has no such proof, so this statement is the record — and it is what answers a complaint, or SES asking how the list was built.
